Here most of sailorship work was done. You'll find the steering wheel and binnacle, but as well some smaller (12 lbs) guns and two really heavy carronades at bow section.

And captain's rooms were placed in stern section.
It might appear funny that the captain - at Trafalgar times this was Sir Thomas Hardy - lodged above his admiral's head; anyway the captain had to lead the ship and therefor had to stick quite close to his sailors, whilst the admiral was commanding the whole fleet but normally didn't deal with ship's affairs.
